Flood warning for Delaware River from Tocks Island to Trenton

The National Weather Service has issued a flood warning for the Delaware River from Tocks Island north of Riegelsville through Trenton.
The flood warning for the Delaware River at Frenchtown is canceled, with only minor flooding predicted, though portions of River Road and South Washington Street could flood.

This warning makes no sense. Tocks Island is in the Water Gap, Riegelsville is below Easton, and Frenchtown is below Riegelsville but well above Trenton. So, where is it going to flood and where isn't it?
I agree that it's unclear. Here's a little more detailed info from the National Weather Service website.
